Job Description
The IEEE-USA Congressional Fellowship program offers U.S.-based IEEE members the opportunity to serve as advisors to the U.S. Congress, providing technical expertise on science and technology policy issues. Established in 1973, the program aims to enhance the role of engineers and technologists in the legislative process, promoting informed policymaking that reflects the insights of the scientific and engineering community.
Role Description:
Fellows are placed in the offices of U.S. Senators, Representatives, or congressional committees, where they contribute to the development of public policy by offering technical analysis, drafting legislation, and participating in hearings and briefings. The fellowship begins with a comprehensive orientation program to familiarize participants with congressional operations and the legislative process.

What You’ll Need:

IEEE membership in good standing at the time of application.

U.S. citizenship.

Either:

A Ph.D. in a field eligible for IEEE membership, or

A Master’s degree plus a minimum of five years of full-time, professional work experience in a relevant field.

Applicants in the final stages of obtaining a Ph.D. may apply, provided they can furnish proof of degree completion before the fellowship start date.

Preferred or Required Qualifications:

Demonstrated technical competence in engineering or a related discipline.

Strong communication and interpersonal skills.

An understanding of, or interest in, public policy and legislative processes.

Evidence of service to IEEE and the engineering profession is advantageous.

Benefits and Perks:

Fellows will receive a stipend of $85,000 plus other benefits.

A $5,000 allowance to cover travel and relocation expenses.

Reimbursement for reasonable pre-fellowship travel and lodging expenses related to assignment interviews.

Participation in a two-week orientation program conducted by the American Association for the Advancement of Science (AAAS), providing insights into congressional operations.
