William D. Clarke, Sr. Diplomatic Security Fellowship

Masters Fellowships @Fellowships posted 4 weeks ago

Job Description

Job Description: A graduate fellowship program preparing participants for careers as special agents in the Diplomatic Security Service (DSS) of the State Department. The Clarke DS Fellowship funds a two-year master’s degree and specialized training for those who will serve as sworn federal law enforcement officers protecting U.S. diplomacy—providing security for personnel, facilities, and information worldwide. Established to honor William Clarke, the program recruits talented candidates (including those from underrepresented groups) for DSS Special Agent roles.

Role Description: Clarke Fellows pursue a master’s degree in fields of their choice while completing required DSS training and two summer practicums. The first practicum is at State Department offices in Washington, D.C., and the second is at a U.S. embassy or consulate abroad, where Fellows gain real-world security experience. Fellows receive mentorship from Diplomatic Security officials and must meet rigorous standards (physical fitness, security clearances). After obtaining the M.A. and completing all Fellowship requirements, they enter the Foreign Service as DSS Special Agents, responsible for federal law enforcement and security at U.S. diplomatic missions.

Application Cycle: Annually (application opens in winter, with deadlines in spring; Fellows selected by summer for programs starting in fall)

What You’ll Need:

    • U.S. citizenship (required)
    • Age 19 to 32 at time of application (required, due to federal agent age limits)
    • Bachelor’s degree earned by fellowship start and acceptance into a two-year master’s program (starting fall of the award year)
    • Minimum 3.2 GPA in undergrad (required)
    • Valid U.S. driver’s license and ability to meet physical fitness standards (pass an initial Physical Readiness Test)

Preferred or Required Qualifications:

    • Required: Ability to obtain and maintain a Top Secret security clearance and meet medical and suitability standards for DSS Special Agents
    • Preferred: Strong leadership skills, interest in law enforcement or security, and commitment to public service
    • Willingness to complete rigorous law enforcement training and serve a minimum of 5 years as a DSS Special Agent (post-fellowship service requirement)

Benefits and Perks:

    • Full funding for a two-year master’s degree: tuition and mandatory fees are paid by the fellowship, and an annual academic stipend of $18,000 is provided for living expenses.
    • Two summer practicums with stipend, housing, and travel allowances: one at the State Department in Washington, D.C., and one at a U.S. embassy or consulate abroad, offering field experience in diplomatic security
    • Professional mentoring and specialized leadership training in security and law enforcement
    • Direct appointment as a Foreign Service DSS Special Agent after graduation, entering a career track protecting U.S. diplomats and facilities globally

Official Website: ClarkeDSFellowship.org – Apply – Submit an online application (includes a personal statement, resume, two essays on your interest in security and public service, fitness self-assessment, etc.). Finalists undergo interviews and must complete background clearance processes. The Washington Center administers this fellowship, so their portal guides the process.
