What we want  

The Emergency Medical Services (EMS) Manager provides administrative supervision, quality assurance, professional leadership, and operational support for University Health Services EMS operations. This role oversees EMS personnel, manages field and event operations, ensures regulatory compliance, contributes to budget planning, and supports continuous quality improvement and training programs.

Qualifications

Required Education and Experience:

  • Bachelor’s degree in applicable field or equivalent combination of education and experience
  • Five years of related experience in emergency medical services including at least one year in a supervisory role

Required Licenses and Certifications:

  • Texas Department of State Health Services EMT Paramedic certification
  • State of Texas Class “C” vehicle operator’s license (or ability to obtain within 30 days of employment)

Preferred Qualifications:

  • Five years of field experience as an EMT or Paramedic at least one year in a supervisory role
  • American Heart Association Basic Life Support (BLS)
  • American Heart Association Advanced Cardiovascular Life Support (ACLS)
  • Basic Trauma Life Support (BTLS) or equivalent
  • American Heart Association Instructor certification

Knowledge, Skills, and Abilities:

  • Knowledge of emergency medical treatment, basic/advanced life support methods, and EMS operations
  • Understanding of safety, environmental, and infection control standards and compliance
  • Familiarity with national EMS standards, medical privacy laws, and applicable federal/state/local regulations
  • Strong written and verbal communication skills with the ability to multitask and work cooperatively in a high-stress environment
  • Proficiency in spreadsheets, scheduling systems, and EMS management systems

Responsibilities

  • Management & Supervision: Leads, supervises, and supports EMS and Paramedic staff, as well as Student Operations Coordinators. Provides effective performance management, professional development, and mentoring. Supervises dispatch staff operations at the 911 service level. Develops, evaluates, and enforces EMS policies and procedures in compliance with university, local, state, and federal regulations. Oversees EMS supply ordering, inventory logistics, and fleet readiness for field and event operations.
  • EMS & Event Operations: Oversees daily EMS field operations and special events medical coverage, including recurring services for Athletics, Recreation Sports, and the Division of Student Affairs (DSA). Coordinates EMS personnel and logistics for large scale university events and emergency incidents. Manages EMS inventory, equipment, medications and vehicle readiness. Functions as Administrator on Duty and reports operational updates to the EMS Associate Director. Serves as a representative on the University Special Event Leadership Team.
  • Scheduling: Develops and maintains scheduling plans for EMS units and special events. Determines staffing service levels for routine coverage and high-demand events. Manages event-related scheduling, coordination, and invoicing processes. Serves as a back-up EMT and emergency vehicle operator.
  • Training & Education: Coordinates internal and public American Heart Association courses including scheduling, registration, and invoicing. Oversees internal staff training and professional development in partnership with EMS educators. Ensures compliance with AHA training standards and documentation requirements.
  • Quality Improvement & Compliance: Ensures compliance with Department of Health guidelines, EMS regulations and university policies. Leads continuous quality improvement efforts in collaboration with EMS leadership and the Medical Director. Develops and maintains internal data collection tools and processes to support analytics, reporting, and service-level evaluation. Assists with developing inter-agency agreements and operational procedures to support emergency response coordination.
  • Administrative Support: Contributes to emergency preparedness planning and operational readiness during university events or incidents. Participates in strategic planning, department initiatives, and special projects to support the mission of University Health Services.
